Establishes the court security fund. Provides that court security fees collected by a court clerk are deposited in the court security fund. Requires the supreme court to administer the fund. Specifies that the fund may be used only to provide grants to a county, city, or town to pay for the costs of installing, operating, maintaining, and upgrading security measures, plans, procedures, and systems in and around: (1) circuit court, superior court, probate court, city court, and town court courtrooms; and (2) buildings that contain circuit court, superior court, probate court, city court, and town court courtrooms; located in the county, city, or town. Provides that, in awarding grants from the fund, the supreme court shall give priority to those counties, cities, and towns that have the greatest need to install, operate, maintain, or upgrade court security measures, plans, procedures, and systems.
